MVS offers prime contractors a valuable teaming advantage through the Department of Defense Indian Incentive Program. This congressionally authorized program may provide prime contractors with a 5% rebate on eligible subcontracted amounts awarded to qualified Native American-owned Economic Enterprises or Native American Organizations, in accordance with DFARS Clause 252.226-7001.

This creates a meaningful teaming advantage by allowing the prime contractor to support mission requirements while also benefiting from a potential financial incentive.

SDVOSB Certification Advantage
MVS is an SBA Certified Service-Disabled Veteran-Owned Small Business (SDVOSB), making the company eligible to compete for federal SDVOSB set-aside and sole-source contracting opportunities. This certification provides federal agencies with a strong acquisition pathway to award work to a qualified veteran-owned firm while supporting agency small business and SDVOSB utilization goals.

SDVOSB certification remains one of the strongest socioeconomic contracting tools available to federal agencies. Contracting officers are authorized to restrict competition or award sole-source contracts to eligible SDVOSBs, creating a streamlined path for agencies seeking capable, mission-focused small business partners. SBA guidance states that SDVOSB sole-source awards may be used when the contracting officer does not reasonably expect two or more qualified SDVOSBs to submit offers, determines the SDVOSB is responsible, and determines the award can be made at a fair market price. The government estimate generally cannot exceed $7 million for manufacturing or $4 million for all other requirements.

This act empowers the Bureau of Indian Affairs (BIA) to set aside procurement contracts for Indian-owned and controlled businesses. The Buy Indian Act regulations in the Department of the Interior Acquisition Regulations (DIAR) part 1480 also apply to various bureaus within the Department of the Interior. These regulations promote hiring Native American employees and purchasing products, supplies, and services from eligible Indian Small Business Economic Enterprises (ISBEE) and Indian Economic Enterprises (IEE).
